Willow Oak - Wheeler - Davis

Dear Customer:

Tampa Electric is committed to continue providing our customers with up-to-date information about construction projects in their area.

In October 2009, we mailed letters to the community announcing changes to our project to construct a new 230-kilovolt transmission line from Polk County to Hillsborough County. This line is necessary to ensure the continued delivery of reliable and cost-effective electric service to your area. Governor Charlie Crist and the Cabinet, sitting as the Transmission Line Siting Board, certified this transmission line corridor in July 2008.

The detailed engineering design has been completed for Phase One of the transmission line between the new Davis and Thonotosassa substations, and a specific route for Phase One within the certified corridor has been determined. The Florida Department of Environmental Protection and other regulatory agencies have reviewed the route and found no issues with compliance with the conditions of certification, and Tampa Electric is authorized by the conditions to proceed.

Construction of Phase One will begin in late March, with a projected in-service date of December 2010. The timeline for completing engineering and starting construction of Phases Two and Three has not been determined. Information on these activities will be provided once the dates have been set.
The Thonotosassa Substation is needed because Florida Gas Transmission (FGT) is expanding its Mango Road Compressor Station #27. The substation will serve FGT only and is the most cost-effective solution to serve the new load from the compressor station.

Phase Two will continue the 230-kv transmission line from the Thonotosassa Substation to our existing Wheeler Substation in Valrico. The projected in-service date for the second phase is 2014.

Phase Three of the 230-kv transmission line project runs from the Wheeler Substation to the proposed Willow Oak Substation, planned at the intersection of State Road 60 and Turner Road in western Polk County. The expected in-service date for this final phase is 2018.

We have enclosed an updated map of the project.

Tampa Electric will continue to inform you of our progress as additional milestones in the project are completed.
